I reported these circumstances to the Director of Education and later the fact that the Goverment Auditor reported haring found discrepancies in the Fees Register to the amount of £280. 8185 in June, 855 in July, and 540 in September.
-
On the 1st. of each month all fees are collected by Class Masters and Mistresses and by them handed to the 2nd.Master, who visits class-rooms with the clerk, and who after verifying amounts received pays the fees into the bank.
During the month, my boy returning late pays his
fee to Class Master, by whom it is entered in C. Roll and in C. report book this latter being sent, with fee, to the olerk, who makes m entry in large Fees Book and keeps such fees until the following Saturday, when the amount collected during the week is sent to the bank with voucher.
Toward the end of the month all entries in roll... &c. are checked by the 2nd. Master and at the end of the month the books should be sent to the Audit Office.
It was in connection with these late fees that false entries were made in the Tees Register, the clerk failing to enter full amount received and then making out voucher to correspond with the actual amount he was sending to the Bank.
The whole thing has come about oing to lack of supervision, and this lack existed partly because of shortness of staff and pressure of other work and partly to the fact that I had not had time or opportunity to grasp the details of the office
work.
The responsibility rests entirely with me as Head- -master, since although ordinarily the 2nd. Master is responsible for checking the books, Mr. Kay who became acting 2nd. Master when I was appointed acting Head upon Mr. Dealy's departure was doing double class work owing to the departure of 3 members of the staff for the front while I myself was so little acquainted with the details of the office work md was so occupied in trying to carry out the other duties of Head, Second, and Normal Master as
well
